PUBLIC FORUM: This is a time set aside for comments from the public on topics of City business other than those listed on this agenda. Please understand that the Council will not take any action on your comments at this meeting due to requirements of the Open Meetings Law, but may do so at a future meeting. The Mayor and City Council welcome comments from the public; however, at no time is it appropriate to use profane, obscene, or slanderous language. The Mayor may limit each speaker to three minutes.

a. Motion approving the Small Arts Grant Program criteria and application documents and directing Commissioners to proceed with accepting proposals

23. Discussion regarding citizen’s request for a policy pertaining to pulling items from the Consent Agenda

PLANNING & HOUSING:

24. Resolution approving Historic Preservation Commission Recommended Preservation Plan Amendments

25. Second Amendment to Pre-Annexation Agreement with Rose Prairie, LLC:

a. Motion directing staff to work with developer to proceed with changes to the Master Plan and Pre-Annexation Agreement
b. Motion allowing the developer to proceed with proposing a Plat of Survey to divide the site into two parcels with the intent of assigning the street assessment solely to the future development parcel
